Hanover, Pennsylvania adopted a Mayor-Council type of government system which is one of the most used forms of local government in the U.S. The borough is governed by Mayor Ben Adams along with Borough Manager Michael Bowersox and city councils including Brian J. Shea, William W. Reichart II, and R. Daniel Noble as of 2018. Elected local government officials are given four years term in public service. The Mayor is given the power to supervise police officers and is responsible for the enforcement of ordinances, removing public nuisances and preserving order in the community as mandated in the Borough Code.

Pennsylvania will be having numerous top-rated fall festivals from October to November 2018 in areas such as Hanover, northern Maryland and Adams County. The 54th Annual National Apple Harvest Festival will be conducted at South Mountain Fairgrounds in Menallen Township from October 6-14 from 8 am to 6 pm while the 8th annual Lake View Community Fall Festival will be at Lake Meade Community Center in Reading Township on October 6 from 10 am to 3 pm. In addition, Fall Furnace Festival and Farmer’s Fair are both scheduled on October 20 which will be held in Cooke Township and Dill’s Tavern in Baltimore Street.

Hanover Center Square is a town center in Hanover, Pennsylvania which houses theaters, department stores, and clothing stores during the 1950's and 1960's. The center square had experienced hard times and undergone a series of changes in the 1970s which led to the migration of its retailers to the northern and southern part of the town. The center houses about 100 businesses as of September 2018 but most of its buildings remain empty. However, new business owners are cooperating to revitalize the once-bustling center into a retail and entertainment destination through various business grants and underway development projects.
